Can't really help with the animation, and not sure I understand what you are asking when you say resize a scrapkit. Depending on what software you use, you simply need to lock the aspect ratio and downsize the elements and papers you want to use (or clip/crop the papers as desired). You really can't reduce a 12x12 layout to 8.5x11 due to the different ratios, but you can easily use elements and papers designed for a 12x12 layout on an 8.5x11 layout.

Also, not sure what you are looking for when you say 4x6 templates? Would this be for cards? Or a small brag-book style album?
