I use Paint Shop Pro and what I will probably do is just open the palette in my program then use my color picker in materials to change to the color I want to use in the palette. Then I'll use the Flood Fill Tool to change the color to whatever paper or element I may be creating. Hope that helps or makes sense for you using Photoshop. Good luck!
