Step1. use 4 papers and crop them to form your background, try to overlap them to give a layered look.
Step2. add a multi image frame (2 or more images in one frame) and the pictures to go with it though you dont have to put pictures in each opening if you dont want to
Step3. Use 3 more papers and using the cookie cutter in PSE or the shape tool in PS cut 3 different shapes to use somewhere on your page.
Step4. Add 3 buttons or 3 staples
Step5. Add 2-3 ribbons, string, ric rak under and around the photos and shapes
Step6. Add 3-5 elements in a cluster around the frame
Step7. Add a Title that uses two different Fonts or Alphas
